    We took a quick look at wurricanes this evening before #GS3 went to bed. The strengthening of #Hurricane #Fiona was somewhat unexpected, given that previous guidance held it to a tropical storm as far as #Bermuda.       Operation Cherry Blossoms at Night (Japanese: 夜櫻作戰, Hepburn: Yozakura Sakusen) was a 1945 plan developed by Shirō Ishii to wage biological warfare upon civilian population centers in Southern California in the United States during the final months of World War II, using pathogens created by members of Ishii's Unit 731. Background Unit 731 was specifically created by the Japanese military in Harbin, China (then part of Japanese-occupied Manchukuo) for researching biological and chemical warfare by carrying out human experimentation on people of all ages. During the Second Sino-Japanese War and later World War II, the Japanese had encased bubonic plague, cholera, smallpox, botulism, anthrax, and other diseases into bombs, which they routinely dropped on Chinese combatants and non-combatants.       Surgeon General Shirō Ishii (石井 四郎, Ishii Shirō, [iɕiː ɕiɾoː]; 25 June 1892 – 9 October 1959) was a Japanese microbiologist, army medical officer, and war criminal who served as the director of Unit 731, a biological warfare unit of the Imperial Japanese Army. Ishii led the development and application of biological weapons at Unit 731 in Manchukuo during the Second Sino-Japanese War from 1937 to 1945, including the bubonic plague attacks at Chinese cities of Changde and Ningbo, and planned the Operation Cherry Blossoms at Night biological attack against the United States. Ishii and his colleagues also engaged in human experimentation, resulting in the death of over 10,000 people, most of them civilians or prisoners of war.     On another news, #Japan is having a retail armageddon today as new VAT scheme took effect today. Now 10 percent for most things, while there are varied rates (3 to 8 percent) on certain items, plus special tax relief for shoppers who pay by a special mobile app created by the national government. Lots of POS system crashes have been reported. A certain conveyor belt sushi chain had a computer bug lowering the tax rate to *zero* by mistake (lulz).
