Voter apathy didn't just happen on its own. There are definitely some things that preceded it and which probably have some causal role.
* Election cycles -- Where I live in #SoCal, there are three to four elections per year. What that means is that there is nearly constant campaigning going on.
* Multiplicity of offices -- the municipality, the county, the school district, the community college district, various utility and conservation districts, the state government, the federal government ... with various legislative bodies, executives, judges, sheriffs, marshalls.
* Ballot issues (initiatives and referendums), including bond issues. Where I live, there are lots of them.

* Lack of visible impact -- No matter which candidate or party gets into office, my taxes rise faster than my income. The streets still have potholes. The feds are still preoccupied with terrorists. Corporations and lobbyists still buy congressionals.
* The dominance of the twin parties -- As long as the same two parties that brought us here remain in power, we can't expect much change.
