i was wondering: in software like blender, is it possible to make a detailed model, then a less detailed one, and then generate model normal maps or textures or whatever for it based on how the detailed model looks?

You can bake either a normal map or a displacement map depending on which you prefer. Normal maps use rendering to simulate small bumps without changing geometry. Displacement maps actually push the vertexes of the mesh geometry in/out.
